M I N U T E S

A regular monthly meeting of the Town of New Hope Board of Aldermen/Town Council was held on Tues., 31 July 2007 in the New Hope Town Hall. It was called to order at 7:34 p.m. by Johnny Hamm. Also present were Ald. Pat Monson, Ald. Bill Sommers, Ald. Bob Parmelee, and Atty. Robert Wendland. Absent was: Ald. Jeff Herbst.

Consent items:
Minutes of the May 2007 Town Council meeting minutes were approved by general consent. The Treasurer's Report was given by Pat Monson for 29 July 2007. There was some discussion concerning individual expense items. Ald. Monson answered questions about the TexPool Fund and the checking account report. Treasurer's Report was approved by general consent.

Item 1.
Gene Fowler, representing the Park Committee, presented an update and information concerning the New Hope Town Park. The second grant request will be submitted this month. There was some discussion about how the Town Park might connect to the walking trails between cities like Frisco, Farmersville, Plano, and McKinney. There was some discussion concerning future building developments in and around New Hope and how that might affect the local traffic.

Road repair recommendations were submitted from the Public Works Committee to the Town Council for road repair. There was discussion about cost of road repair and cash flow until the Grant money for the Park is reimbursed to the Town. Motion was made to accept Road Repair Recommendations as recommended by Public Works. Bills Sommers seconded. Motion carried.

Item 2. Observations were made that many residents have repaired, moved, or licensed their junk cars as requested by letter from the Town of New Hope. The future plan is to verify compliance according to the Junk Car Ordinance.

Item 3. There is a vacant Alderman position on the New Hope Town Council. The new Alderman must have been a resident of New Hope for at least 6 months, must be a legal citizen, and a qualified voter (as per Atty. Wendland).

Item 4. July Parmelee gave a report concerning the upcoming National Night Out. There will be several police officers who will stop by and a representative from Homeland Security. Gene Fowler will present the plans for the Town Park and the need for volunteer hours to plant the new trees. Flyers will be placed at the stores and a large sign placed on 1827 announcing the event.

Item 5. There was discussion about new business along 1827 in areas that are now zoned as business. Several citizens made comments concerning whether private residences can be built in these business zoned areas. Atty. Wendland commented that allowing residential exceptions does not change the business zoning as it stands. Motion was made to allow single family residence in the business zoned areas along highway 1827. Bob Parmelee seconded. None opposed. Motion carried.

Item 6. Motion was made to approve Central Appraisal District Collin County Tax Roll. Bill Sommers seconded. Motion carried unopposed.

Item 7: The New Hope Tax proposal was presented by Mayor Hamm. Work session was scheduled for new 2007-2008 Tax Budget, 23 August 2007.

Item 8: Omar Nunez made a presentation with map concerning his request to allow a business exemption for a service not listed as an allowed business in the area of Mr Nunez's 5-acre lot. There was some discussion about the impact of his business in this area. Motion was called to see if anyone on Council wanted to make a motion to change the zoning. No such motion was made. The zoning change request was then denied.

Item 9: Announce tentative meeting dates: 21 August 2007 for Roads & Parks, 23 August 2007 for P&Z, and 28 August 2007 for Town Council Meeting.
