A regular monthly meeting of the Town of New Hope Board of Aldermen/Town Council was held on Tues., 28 August 2007 in the New Hope Town Hall. It was called to order at 7:33 p.m. by Johnny Hamm. Also present were Ald. Pat Monson, Ald. Jeff Herbst, Ald. Bill Sommers, Ald. Bob Parmelee, and Atty. John Rapier.

Consent items:
Minutes of the July 2007 Town Council meeting minutes were approved by general consent. The Treasurer's Report was given by Pat Monson. Ald. Monson discussed some outstanding bills and reimbursement for the New Hope Park funds. There was some discussion concerning individual expense items. Ald. Monson presented the monthly Budget Report and Cash Flow Report. Treasurer's Report was approved by general consent.
Item 1. Pat Fowler presented information on the New Hope Town Park. The Granting office disallowed the support rock wall and ramp. All of the Grant money was spent as allocated for Phase I, $59,700 except $1,500. The target for Phase II includes the bridges. Discussion followed concerning bridge construction and design.
Item 2. Junk Vehicle update was given by Ald. Monson and Ald. Herbst. Most violations have been corrected. 13 residences did not comply and those will receive a 30-day Notice letter.
Item 3. There is a vacant Alderman position on the New Hope Town Council. No action has been taken.
Item 4. Proposed Town Budget was presented by Mayor Hamm. Discussion followed concerning new 2007-2008 budget. Funds were added to allow for an air conditioner/heating unit for Town Hall. Budget approved by general consent.
Atty. Rapier further explained that if the Council elects to adopt 0.21/100 (to leave the tax rate as it was the previous year) it is in effect a raise in rate and must be publicly posted and then adopted by Special Meeting according to a new State of Texas Tax law.
Item 5: Announced meeting dates: September 18th for Roads & Parks, September 20th P&Z, and September 25th for Town Council.
Citizen comments:
1. Judy Parmelee gave report on National Night Out. There were 53 New Hope citizens present, as well as visitors from the Homeland Security Office and McKinney Police Department.
2. There was some discussion from new citizens concerning utility services to our Town.
3. There was discussion concerning Requests for Bids for road work and gravel work. Bid package will be put online for contractor download, www.newhopetx.com.
