A regular monthly meeting of the Town of New Hope Board of Aldermen/Town Council was held on Tues., August 29, 2006 in the New Hope Town Hall. It was called to order at 7:30 p.m. by Mayor Johnny Hamm. Also present were Ald. Pat Monson, Ald. Barbara Stevenson, Ald. Jeff Herbst and Ald. Bill Sommers; Atty. John Rapier, Planning & Zoning (P&Z) Comm. Ch. Duke Monson, the town secretary, and six other residents and/or guests. Ald. Roger Wilson was absent. Consent items: Minutes of the July 25, 2006 Town Council meeting and the August 8, 2006 Council Called Work Session were approved by general consent, as was the Treasurer's Fourth Quarter (August) 2005-2006 report. Item 1. Adjourn regular meeting to hold a public hearing pursuant to Chapter 102 of the Texas Local Government Code, to receive comments for or against the proposed Town Budget for Fiscal Year 2006-2007: The regular meeting was adjourned at 7:35 p.m. to call the public hearing to order at 7:36 p.m. The proposed town budget of $172,764 was reviewed, there were no public comments or questions; the public hearing was adjourned at 7:40 p.m. Item 2. Reconvene the regular meeting to discuss and take appropriate action to amend and/or adopt the proposed Fiscal Year 2006-2007 New Hope Town Budget as Ordinance 2006-_: Mayor Hamm reconvened the regular meeting at 7:41pm. He moved to adopt the proposed budget ordinance as the official 2006-2007 Town Budget, Ald. Herbst seconded, and it was unanimously carried. Item 3. Discuss and take appropriate action to amend and/or adopt the proposed 2006 New Hope Town Tax Rate as Ordinance 2006-_: The proposed tax rate of $0.21 per $100 of valuation is the same as last year. Herbst moved that it be adopted, Sommers seconded, and the motion was carried unanimously. Item 4. Review specifications and bid forms received for 2006-2007 street repairs, and consider awarding a contract for such repairs: Atty. Rapier reported that only one bid had been received again this year, from Rick D. Richardson Asphalt-Paving. It will be opened tomorrow, Aug. 30, at 1:30 p.m. because the notice was printed incorrectly. No action was taken. Rapier will call the mayor and e-mail the town secretary after the bid opening. Item 5. Re-appoint or appoint Roads & Parks Comm. and Planning & Zoning Commission members: None. Item 6. Administer Statements of Officer and Oaths of Office to commission appointees: Dale Henderson was administered the Oath of Office as a Planning & Zoning Commission member by Atty. Rapier. Item 7. Discuss and take appropriate action on any possible violations of the Junked Vehicle ordinance: Jeff Herbst has already been approved to collect VIN numbers from junked vehicles. He moved to appoint Patricia Monson to assist him, Hamm seconded, and the motion was carried unanimously. Item 8. Discuss and take appropriate action relating to any proposal from the Roads & Parks Committee: Jeff Herbst reported on the Committee's long meeting Aug. 22, with the landscape architect attending. Item 9. Discuss and take appropriate action relating to any proposal from the Planning & Zoning Commission: Duke Monson had no proposals to present. Item 10. Announce tentative meeting dates: Hamm announced meeting dates ofSept.19 for Roads & Parks Committee, Sept. 21 for Planning & Zoning Commission, and Sept. 26 for Town Council. Item 11. Discuss and take appropriate action relating to expenditures necessary for road/street repair/maintenance: This item is a duplication on the agenda.
Item 12. Hear National Night Out report from Judy Parmelee: Judy reported that about 65 people attended the August 1 event. Photographs were furnished by Debbie Herbst.
